In Wolfram's CAs, the state of each cell depends on those of the three nearest cells in the row above it. Since the three cells collectively have 8 possible states, the "rule" is a table with 8 entries; there are 2^8 possible rules. 150 is binary 10010110; counting from the right, bit0 is 0, bit1 is 1, bit2 is 1, bit3 is 0, bit4 is 1, bit5 is 0, bit6 is 0, bit7 is 1. Hence "Rule 150" means that a cell is 1 if and only if the 'parent' cells form 7, 4, 2 or 1, i.e. 111, 100, 010 or 001.
